AFTERMATH OF THE PRESIDENTIAL AMNESTY PROGRAMME: IMPLICATIONS FOR PEACE AND SECURITY IN THE NIGER DELTA

In 2009, after over three years of intensive militancy activities that saw the nation’s oil production capacity drop to an all-time low, President Umaru Musa Yar’dua declared the Presidential Amnesty Program. This report contextualizes the amnesty program, and holds the perceptions of mismanagement of funds against the actual state of affairs. The report also considers the implications of the recent 2015 election, and provides policy recommendations for state and federal government with regards to the program.
