With the backing of the European Union, the Foundation for Partnership Initiatives in the Niger Delta (PIND) is leading a groundbreaking peacebuilding initiative in the Niger Delta. Through its Early Warning and Early Response (EWER) program, PIND is empowering individuals to take an active role in conflict prevention and resolution within their communities. This initiative is part of the broader EU-funded project, “A Community-Centered Approach to Transforming Criminality and Violence in the Niger Delta,” implemented across Bayelsa, Delta, and Rivers States by a consortium that includes PIND, Search for Common Ground (SFCG), Stakeholders Democracy Network (SDN), and Academic Associates PeaceWorks (AAPW). Together, they are addressing the deep-rooted causes of violence and criminality in the region, paving the way for sustainable peace.
By equipping community members with the tools to detect and address early signs of conflict, PIND is laying the foundation for peaceful resolutions where disputes are turned into opportunities for dialogue and cooperation. This proactive approach ensures that conflicts are defused before they escalate, promoting stability and security throughout the Niger Delta.
At the heart of this program is the principle of “See Something, Say Something.” The EWER program trains local peace monitors to identify and report early warning signs of conflict, enhancing the region’s capacity to prevent violence. In February 2024, over 330 new peace monitors were trained across 66 communities in Bayelsa, Delta, and Rivers States. These trained individuals now serve as vital links between their communities, traditional leaders, local governments, and security agencies, ensuring conflicts are swiftly and effectively resolved.

Fibika Yingibi Morrison – Rivers State
In Belema Polo Community, Rivers State, Fibika Yingibi Morrison has become a beacon of peace. After completing her EWER training in early 2024, she stepped into her role as Welfare Chairlady, mediating conflicts and preventing tensions from escalating. On September 18, 2024, her quick intervention saved a suspected thief from mob violence by coordinating with the community chairman and local police. Similarly, on July 20, 2024, Fibika successfully de-escalated a domestic dispute by involving community leaders and the Chief Security Officer (CSO), showcasing how trained community members can play pivotal roles in maintaining peace.
Otobo Saviour – Bayelsa State
In Imiringi community, Bayelsa State, Otobo Saviour, a civil engineering graduate, has been instrumental in conflict resolution. On May 22, 2024, during a violent land dispute, Otobo’s leadership helped prevent further violence by engaging local youths and mediating through the Council of Chiefs and Elders. His calm demeanor and commitment to dialogue turned a potentially destructive situation into a peaceful resolution, highlighting the effectiveness of community-led conflict management.
Emmanuel Ufuoma Utebu – Delta State
In Delta State, Emmanuel Ufuoma Utebu used his EWER training to mediate a long-standing boundary dispute in Ekpan community. On August 15, 2024, Emmanuel’s innovative approach to convert the disputed land into a shared pathway fostered cooperation and unity between two feuding neighborhoods. His creative solution not only resolved the conflict but also strengthened communal bonds, demonstrating how local leaders can think outside the box to bring about lasting peace.
