Call for Applications: Consultants to Establish Prevent Councils in the Niger Delta

PIND seeks to engage three consultants to establish Prevent Councils within three states in the Niger Delta: Akwa Ibom, Cross River, and Delta States.

DETAILS OF THE ASSIGNMENT

The consultants will map and identify reputable traditional rulers in their assigned states, get their buy-in as Prevent Council members and inaugurate a Prevent Council. The consultants will also train the traditional rulers on conflict prevention, mitigation, resolution, and early response mechanisms to engender peaceful coexistence among residents of the target communities.

The goal is to establish the traditional rulers as positive influences and conflict mediators within their communities empowered to respond to identified potential precursors of violence and instability in collaboration with other stakeholders at the state, local, and community levels.

The target states and Local Government Areas (LGA) are:

  • Akwa Ibom: Itu and Mbo
  • Cross River : Yakurr, Obubra, Biase, Ikom, Odukpani
  • Delta: Ughelli North and Udu

We will consider proposals prioritizing traditional rulers and stakeholders with influence and goodwill in these areas.

WHO CAN APPLY?

Consultants operating in any of the Niger Delta States are encouraged to apply, especially those with experience in implementing Peacebuilding projects.

The consultant should have a minimum of six years of national/international professional experience in providing similar peacebuilding services to either public or private institutions. They must be familiar with standards and guidelines for engaging with traditional institutions, security agencies, government parastatals, and the youth.

Other strengths include managing teams – particularly remote management and field teams in a challenging environment- exercising sound judgment, remaining flexible to a changing climate, and making decisions independently concerning corporate and client interests.

There will be an additional consideration for consultants based in Akwa Ibom, Cross River, and Delta. We will give special attention to any consultant who understands the recommended approach (see pages 3-5 of the TOR) in expressing ideas in their proposal. Furthermore, the consultants must be ready and available to work alongside a technical team from PIND that comprises experts in Peacebuilding and Planning, Monitoring & Evaluation (PM&E).

Consultants that meet the specifications above should forward their profile and technical proposal with a detailed work plan, monitoring and evaluation plan, and budget by email and other mandatory and supporting documents to procurement@pindfoundation.org.
